I was driving down a road at around 50, when i went by one of those black signs that flashes with the speed limit and tells you to slow down if you're speeding. Do these also operate as speed cameras? There weren't any scale markings on the road.

Also, are these sometimes used just to advise about a speed changing around the bend, or something else? I was doing 40, until a national speed repeater came up (i'd just come off a roundabout, so i figured that i must have changed roads), i sped up to 50 (a speed i deemed safe for the road i was on), then the flashing 40 thing caught me by complete suprise.
