I recently crossed a stop line as the lights went red, and I noticed a red light camera in my mirror, but it did not flash. Am I safe?

I believe they have a 2 second threshold into the red.

No flash = not caught ;)

As Nicycle says, no flash not caught. As for "am I safe"... Jumping red lights is typically an unsafe practice. Did you floor it when they went amber? Did you check for quick-off-the-mark traffic from the cross directions before committing yourserlf? ... or pedestrians in a hurry relying on your red rather than their green?

Not with traffic lights on roundabouts and puffin crossings it isn't. :x

The threshold is 1.5s after red has appeared, however if you put your foot down you are just as likely to recieve a speeding ticket as most new red light cameras also do speed enforcement while not monitoring red light infringements (this includes the amber time).

That would be the RedSpeed RedSpeed which is fairly obvious in shape compared to the Gatso red light camera, right?

Not quite, there are two in Northamptonshire that I know of that are speed and red light enforcement cameras which are approved for such use. And they do not look like ordinary red light camera housings - although what is inside of them is anyones guess.

The RedSpeed devices are the only ones I've heard of being type approved for both red light and speeding offences, so far anyway.
Are those two of the same design? Probably on a very tall pole with a yellow box on the top with a hole for the flash and another hole for the two or three cameras (depending on number of lanes I believe)?
