At a school near me, they park on the yellow zig-zags and the yellow lines. Part of the road that the school is in is a one-way street. They go down there looking for a parking place, find none and then reverse back up the one-way street for over a hundred yards before double parking (sometimes on the zig-zags) to offload their offspring. Residents cannot get their cars off their property because the mums have barricaded them in by parking across their drives. Residents who work locally have to leave at an unreasonably early time to avoid being trapped. The mayhem starts at about 08:30 at the school near me, and it's mayhem that my suggestion would avoid.
Perhaps the police would care to attend once in a while and move on all those mums who would park on the zig-zags, block residents' drives, etc. If they can't park legally within half a mile of the school, the mums themselves might call for a reasonable solution!
