It's an interesting idea, but not something to go into lightly.
First you would need to determine exactly what the damages are.
Secondly you would need to determine costs and likelihood of success, bearing in mind that the authorities have access to unlimited legal expertise.
Thirdly you would need to finance the action, possibly by building a 'class'.
It's all a bit beyond me, I'm afraid.
