Retroreflective signs should be mounted at 95 degrees to the nearest kerbline, such that they reflect a significant proportion of light away from the road. It is likely that where excessive reflected light is dazzling that this standard has not been met (eg the sign has been mounted incorrectly, or has become dislodged)
