Shutter Effect Phenomenon Explained - Motorists No Need to Worry

A phenomenon known as the ‘shutter effect’ caused a safety camera installed in Liverpool Road, Penwortham, to appear as if it were ‘flashing’ almost standstill morning rush hour traffic for exceeding the road’s 30 mph speed limit.

The shutter effect occurs when an HGV or other large sided wagon stops besides a safety camera. In some cases, the vibrations of the stationery vehicles can trigger the camera’s radar, causing the camera to activate (‘flash’).

These vibrations, can register a speed of between 60 – 80 mph, but because the HGV or trigger wagon, as well as those cars and vans in its wake, are not seen to move between the two frames of film, as would normally be expected of speeding vehicle, it is obvious to the technician viewing the film what has happened.

Says John Davies, of the Lancashire Partnership for Road Safety, which sited and is responsible for maintaining the camera: “We were contacted by the Lancashire Evening Post and other Preston media, who had received a number of calls from motorists worried that they would mistakenly receive a three penalty point licence endorsement and a £60 fine.

“This would never have happened. The shutter effect is a well recognised phenomenon. Had we been given the time to investigate what had occurred before the story was reported in the local press, we could have explained this and reassured motorists that they had no reason to be anxious or concerned. Unfortunately, we were not given time.”

Adds Mr Davies: “The shutter effect is something that is beyond our control, but I would like to reiterate the fact that if one of our cameras develops a fault of any kind, it automatically shuts itself down and displays an error message. If this occurs, its whole film is then discarded in order to safeguard the integrity of the process.”

Yes - and a phone call to the SCP telling them that a local paper will be given the story helps to make certain that this is done -

Now I seem to recall a safety camera partnership manager telling us there was no need to panic brake, and that ACPO guidelines allowed for speedo error etc. etc., yet here is a spokesman for a similar partnership admitting that no matter how stupid, or unlikely it might seem (they were stationary/very slow at the time) these motorists were actually afraid they would still be given the points.
Isn't that the DISTRACTION element they deny exists?
Why worry about the road/pedestrians in front of you, when you should look at your speedo, (and probably the time) in order to be able to argue your case later!!!!! It IS stupid, but it happens!

I wonder if they "throw away the roll of film" in question when it's one of their fancy new digital cameras?

Sounds like complete bullsh1t to me!

I saw a demonstration of a camera and a loudspeaker once - the loudspeaker set the camera off no problem!
