The article doesn't have pages it seems but 'base's'. It also surveyed those in the East Midlands and looking at 'base' 548 shows that 7% change for speed cameras and 27% for restricted speeds ? But since 1 in 19 is the common prosecution figure surely this must be higher in practice.
The next 'page', base 642 is showing how the propaganda has influenced those motorists opinions.

Sad that they think that public opinion is significant in making decisions for road safety. Hardly any kind of serious manner to govern road safety.

When they have asked about the 'changes' I wonder what way ? Changes to 'normal free from roadworks' or 'compared to other driving on all roads, or compared to our individual experiences of all other roadworks ? It does not specify so how do we know ?
Anyone will alter their driving when going through any roadwork of any kind as the potential hazard is obvious and immediate.
I wonder if 'all people are responsible for themselves' was never an option ? Can't see it anywhere - although it is a large document.
