Will drop them a line and see, my main concern is wether it will address the mangment aspects of work related driving, if not you can teach the drivers everything but if being forced to meet unrealistic deadlines, take calls etc. then it's not going to happen.

I agree.
In my last job, my boss sent out the latest HR missive concerning mobiles (before it became illegal), saying don't make calls while driving, don't answer calls if at all possible while driving etc.
2 weeks later same boss rang me while driving... I ignored it until I got home 10mins later and rang back.
Boss - "Why didn't you answer my call?"
Me - " I was driving".
Boss - "So, you could have answered"
Me - "No, in the traffic i've been driving in I needed all my concentration on my driving and both hands on the wheel"
Boss - "But this is important"
Me - "More important than my safety while driving?"
Boss - "Well, no"
me - "So what's the problem?"
Boss - "You ignored my call"
Me - "I'd have ignored anyone's call during those few minutes. I've just told you I needed all my concentration to drive and I'm not about to compromise my safety just for a phone call, particularly when I'm just following the guidelines that you sent out 2 weeks ago and I'm carrying compressed gas bottles in the back of the van"
Boss - "Well that's Ok then"...

Sounds familier, have had a few clients asking me to advise on thier driving at work safety after havig a spate of accidents, all they want from me is to recommend some form of driver training, yet when I dig I find unrealistic deadlines and like your manager contradictory rules about phones etc.
