I have now obtained the official New Zealand average speed vs casualty data which now proves

a) the Nilsson relationship (1 mph reduction in average speed => 5% reduction in fatalities) is false
b) rigid enforcement of speed limits is a catastrophic failure, resulting in a large increase in injuries and no reduction in fatalities.

Alan,

ironically, the pratnerships are now using this data-that they created-to push for even more draconian cuts in speed limits and more cameras, so the deaths will go up and up and so will camera numbers. I'm sure that the proponents of the cameras think that the number of cameras is inversely proportional to road death and injury rates but it is continually proven otherwise.

Is there any data on traffic volumes over this time? If you are comparing deaths in the previous 3 years to deaths in the 3 years with the new policy does the regression to the mean effect come into play at all? What calculations have been applied to prove that the increases are statistically significant? If you are going to prove them wrong then you have to make sure you are bullet proof!
