Drivers making banned turns or illegally using yellow-box junctions are liable to be caught out by remote cameras in a pioneering initiative by a borough council.

The first unattended CCTV enforcement system for moving traffic offences has been introduced by Redbridge council in east London.

The council said the scheme was working well, with "serious traffic contraventions" captured.

In use at four locations, the system has been designed by the Videalert company and can also catch drivers ignoring restricted access signs.

According to the company, its system combines video analytics and ANPR (automatic number plate recognition) detection to "capture more offences than can be achieved by traditional legacy solutions and will deliver a higher return on investment and compliance whilst increasing road safety wherever it is deployed".

It has been installed using an innovative capital expenditure neutral model, whereby all costs are recovered through the issuing of penalty charge notices (PCNs).

It automates the detection and capture of the moving traffic offences and provides efficient post review and validation processing of the evidence data before automatic posting to the back office system that issues the PCNs.

Redbridge council's environment, transportation and crime committee head, Shoaib Patel, said: "The system was installed to counter the high number of drivers that were ignoring the traffic restrictions that were in place, causing severe safety hazards to pedestrians and other drivers.

"The system is working well and we have captured a number of vehicles committing serious traffic contraventions, which is promising."

Typical obfuscation.

Mt Patel is qouted as saying "the system was installed to counter the high number of drivers that were ignoring the traffic restrictions that were in place, causing severe safety hazards to pedestrians and other drivers.

The system is working well and we have captured a number of vehicles committing serious traffic contraventions, which is promising."

Were the traffic restrictions originally introduced to improve safety or just to aid traffic flow? If the latter then strict enforcement will not improve safety. "Serious traffic offences" does not necessarily equal dangerous acts.

Translated from council speak that means another way of generating cash ,with no real safety advantage to road safety has proved to be worth while . Seems to me that whilst Pickles strives to cut down on cash generation against motorists by councils ,fresh methods spring up daily .

Where they are stating that it "will deliver a higher return" clearly says it is generating a cash flow.

I agree that it can be very different things, traffic flow and traffic safety. If people are in such contravention, then I'd like to know why people need to turn there and why it isn't being allowed than enforce so technically ?
Making auto recognition enforcement is never a good idea as it continues to drive a divided between the public & the police. Yet for what benefit? So 1000's of motorists who are otherwise safe, but are causing a technical offence ? I am not saying that they should do this, they shouldn't, but why are they, and especially so, when it is in high numbers ?
To put in an automated ticketing systems will only catch those drivers who are legally paperwork correct and all else go free. Place a policeman there will see everyone behave properly and not chose to disobey the road rules.
That would also help to provide good public police relationship whereas this damages that significantly.
