The 2012 road casualty figures have been released by the DfT, see here:

The headline fatalities number is another record low of 1,754, suggesting that the slight rise from 2010 to 2011 was a statistical blip.

Considering that the figures are still all based in the economic downturn it is not surprising that the figures are still low.
However when we start to climb out of recession the figures will begin to increase. There has been small increases in some areas reported on previously.

Also the very high price of fuel has encouraged many to move much nearer to work so distance travelled is way down too.

Total vehicle mileage is only down by 3.5% since its peak in 2007 so that alone doesn't explain much of the decline.

I'd say the improved crashworthiness of cars is a major factor - just compare the cars now entering the vehicle fleet to the 15-year-old ones going to the scrapheap.
