Quarterly Collision Reduction Performance
[Where am I? > Know the facts / Effectiveness of Safety Cameras / Quarterly Collision Reduction Performance]

Headline results for the casualty reduction performance of core safety camera sites across Surrey to the end of September 2010 are summarised below. Please note that data for sites that have been in place for less than 6 months prior to September 2010 are not included in this analysis as there is not enough “after” period to make a fair comparison with “before” data.

It should be noted that mobile speed enforcement is sometimes undertaken at fixed speed camera sites to supplement the fixed speed camera. Also, in addition to these core sites, mobile enforcement is also undertaken from time to time at other sites where there has been concern over excessive speeds and road safety. These are known as exceptional sites, and are enforced on a less regular basis by the Partnership’s own mobile enforcement police officers or by local casualty reduction police officers.

Fixed Speed Camera Sites
65% reduction in collisions resulting in death or serious injury (a reduction from 24 to 8 collisions per year at 27 sites).
40% reduction in collisions overall (a reduction from 134 to 80 collisions per year at 27 sites).

Combined Speed and Red Light Violation Camera Site
27% reduction in collisions resulting in death or serious injury (a reduction from 2.3 to 1.7 collisions per year at 3 sites).
16% reduction in collisions overall (a reduction from 27 to 23 collisions per year at 3 sites).

Red Light Violation Camera Sites
68% reduction in collisions resulting in death or serious injury (a reduction from 7 to 2 collisions per year at 11 sites).
33% reduction in collisions overall (a reduction from 40 to 27 collisions per year at 11 sites).

Mobile Speed Enforcement Camera Sites
32% reduction in collisions resulting in death or serious injury (a reduction from 16 to 11 collisions per year at 11 sites).
26% reduction in collisions overall (a reduction from 87 to 65 collisions per year at 11 sites).

All Camera Enforcement Sites Combined
53% reduction in collisions resulting in death or serious injury (a reduction from 50 to 24 collisions per year at 52 sites).
33% reduction in collisions overall (a reduction from 288 to 194 collisions per year at 52 sites).

For each core enforcement site, a comparison of the average number of collisions per year resulting in personal injury in the three years before enforcement, with the average number of collisions per year after enforcement for the most recent three years from October 2007 to the end of September 2010 can be downloaded from the bottom of this page. Where sites have only been recently installed (within six months of September 2010) we have not included them within this analysis as not enough time has elapsed to be able to judge their “after” performance fairly. Instead the newly implemented sites are listed separately.

Full doc here
So is one left to assume that all the other sites increased or remained the same ? Have they even considered traffic volume at the sites prior to the camera installation ? If not - which I suspect is true then the information is completely invalidated as they cannot make any true statistical comparison. Also RTTM (of course), [url=
]Speed and traffic density & volume due to the recession all clearly missing or even mentioned.
