It may be stretching it a bit to assume that the speed limit is always exceeded on a 'call-out' however given that assumption it would seem that the cameras only caught a very small number of police vehicles exceeding the speed limit.
So-
a) Cameras are not very good at catching speeding vehicles
or
b) Cameras in A&S are sited where even Police drivers on a shout would drop below the trigger speed.
