Chase a pickpocket across Europe then bang him up for evading justice or whatever. Send out a clear message to all burglars.

They don't say anywhere that they visited France, just that they "traced him" there. I imagine Simmonite provided an address or other identifying information and it's hardly rocket science to use a French telephone book and call him. The French chap was obviously unaware that he had been named and said he was at home without being told what they were calling about. Then they would have gone back to Simmonite and he probably owned up straight away.
