Yes really - they have a website which is full of stuff to read - some good some bad.
It's a shame the original sources are not linked, but there is one page I saw which prompted my interest.
http://www.delhitrafficpolice.nic.in/vehicle-design.htm

According to the Delhi Police, World health Organisation data shows that improvements in vehicle safety design, had more impact than tackling drink driving or road safety engineering.
Delhi Police wrote:
According to a WHO report, citing the effectiveness of casualty reduction measures in the United Kingdom between 1980 and 1996 found that the greatest contribution to reducing casualties was crash protection improvements to vehicles. These accounted for around 15% of the reduction compared with 11% for drink - drive measures and 6.5% for road safety engineering measures.

How much more results from crash avoidance measures - many of which have appeared SINCE 1996???

While you are on the site, take a look at the other pages - such as the "tourist police" section! :)
