Does anyone know what the law is re permanently reducing the speed limit on a motorway?

I ask as the M3 travelling west from J2 where it passes under the M25 for about a mile has just been permanently made :50: with average speed cameras enforcing it :hoppingmad:

I know that it is to improve the flow of those travelling anti-clockwise round the M25 to join the M3 west but there is now a reduction to one lane on the M3 with a slip road off for the M25. There were enough accidents there with the temporary limit and the cones but now there aren't any cones ...
