Incidentally it seems that there is a suspicion in the USA that "speeding citations" are being used to generate revenue in America, too.

Perhaps the cop jumped the gun a little on the use of 'less lethal' force, but you only have to watch a couple of the 'Cops on Camera' type shows to see how often a seemingly routine traffic stop can go wrong. The cop is in a completely unknown situation, totally alone.

My major criticism here would be how he left the guy lying at the side of the road (in the carriageway?) whilst he went to talk to the passenger. Another scenario that seems to crop up often, on the aforementioned shows, is a distracted driver piling into the side of the stopped vehicle, which would have been curtains for the suspect here!

Yes, sorry! I was using the term "suspicion" in a slight Unorthodox sense as in: "they are thieving robdog vermin, just like our government!" :D
