There are several flaws in his reasoning.

The stills do not prove the beam missed the car. It could instead mean the video crosshairs weren't aligned – which is of course not a sign of a competent operator.

Also, the video shows the unit was hardly being panned - it was being panned less than what was needed to track the vehicle, so I don't see how it could give an erroneous reading above the true vehicle speed.

Also again, a quick analysis indicates the vehicle to be doing around 70mph (assuming I correctly remember the lane markers are repeated every 9 metres).

Not convinced!!

The operator stated in his S9 statement, and under oath in court, that he had aligned the cross hairs to the sighting scope.

The video is wobbling up and down and there is an expert's report stating that this would indeed cause a slip effect from the road surface.

The driver is still convinced that he was doing 60mph.

You have however, completely missed the point of the site.

The site is about the Police making up evidence (prior opinion), and then covering up the lies. It is about the police perverting the course of justice and getting away with it, and their futile attempt at illegally charging someone with speeding without any evidence.

It is not about whether or not this person was speeding although the charge still is fiercely denied.

And whilst the police waste all this time and money defending someone who is not competent enough to hold the job, old people are being mugged, women raped, shop keepers having their head smashed in, houses robbed, etc, etc., etc.

But it doesn't matter! Because they used all of the money, lied, committed perjury, used reprehensible behaviour to protect an incompetent colleague!

And they were able to keep him in his job! So that's all OK, then.
