A council has refused to rescind a traffic warden's parking fine on a heavily-pregnant woman.
Paula Maguire, 27, from Deganwy, Conwy, was fined £30 after parking one inch (2.5cm) outside a bay at Llandudno.

Her car's back wheel was overlapping the bay at Trinity Square on what was to be her last driving trip.

Ms Maguire, who is expecting twins, appealed to the council but was told the £30 fine still stood as incorrect parking could "endanger" road users.
Builders who witnessed the booking took a photograph of the car with the wheel jutting outwards.

Ms Maguire said she had popped into a bank and was only in the parking bay for 10 minutes.

She appealed to the council but received a letter ordering her to pay the fine.

"I'm expecting to go into hospital at any time to have the babies and I don't need any hassle, so I've decided to pay up," she said.

"The builders who saw what happened were very angry and the warden beat a hasty retreat. When I asked his name he refused to give it, but just his number.

"But for their support I think I'd have burst out crying.

"My bump touches the steering wheel and it's difficult to park."

Her partner, Gerallt Evans, said : "She's paid up rather than bother with the fuss of appealing again."

Ms Maguire received a letter on behalf of Conwy Council's parking policy and services manager.

"Your vehicle was not parked correctly within the marked parking bay as required," it stated.

"The parking regulations require proper parking of vehicles in order not to endanger or inconvenience other road users.

"Where vehicles are parked over bay markings serious congestion can arise as a result as well as restricted access to emergency vehicles."

Cloud cuckoo land.

Of course I do not know the road, which might now genuinely be restricted in width so that a fire engine can no longer get down there. However, I doubt it very much.

If de minimis is applied by councils with to regards to incorrently painted lines, then in the interests of fairness, surely it is applicable to parking in bays too!!

Bays are a scam, studies have shown that you get more cars parked without them on a given stretch of road over a given time period.

I had the same crap with Richmond Council back in 2004, I was ticketed because my car was overhanging the marked bay by 14".

The fine was eventually rescinded because the bays were so small that it was impossible to fit the car (Pontiac Firebird) in to them no matter what I tried (mind you, it took the best part of 9 months of fighting to get the fine rescinded).

It's just utter bollocks really.

Do these people really, really believe that parking a car an inch or so outside the parking bay "endangers" other road users?

Then again, many people believe that 1mph above the speed limit endangers other road users.

Is there nothing we can do to change this petty attitude towards us in this country anymore?

The whole situation is ridiculous now, no wonder so many people are leaving. Given my time over I would not stay here.

Councils restrict the roads (even when people say no), councils make money from enforcing their restrictions.

I've had a parking ticket for a wheel on the end of a Yellow line by a couple of inches. And it irritated me something rotten. And this example is very similar. But what's with the pregnancy, last journey, only ten minutes tosh. Anyone similarly ticketed would be right to be peed off at such petty mindedness. As much anything what stinks about this is that if I'd contacted the BBC how much interest would it have generated? Her pregnancy had s*d all to do with it, apart from making it a 'story'. Sheesh!

If her pregnancy made it difficult for her park/drive then perhaps she could also accused of failing to have vehicle under control.
