The problem is twofold First if they are so reluctant to relase tapes to defendants who are legitimately entitled to them, do you just think they will hand out tapes in reply to an FOI request? Second, the FOI doesnt really cover enforcement videos and in any event doesnt overturn the DPA so assumin...

Was he definately targetting receding traffic (from the rear?). As far as I know Hampshire nearly always targets approaching only because they can video the identity of the driver, and obviously they would be spotted by drivers before they can target them.
